Zhuhai invests 1 billion yuan to build a smart manufacturing base for aerial robots

The latest announcement from Guangdong Province's online investment project approval and supervision platform indicates the completion of registration for an aerial robot manufacturing base. Within the Zhuhai High-tech Zone's Harbor No. 5 Artificial Intelligence and Robotics Industrial Park, a 1 billion yuan aerial robot manufacturing base has been registered and is about to break ground. This 96,000-square-meter industrial park, with its main structure capped off last September, was destined to carry the "sky dream" of the west bank of the Pearl River. When Zhuhai officially issued the "Several Measures to Support the High-Quality Development of the Low-Altitude Economy" in June of this year, the industrial landscape of this "Sky City" was clearly visible.
Base blueprint: Build a hub base for the entire aerial robot industry chain, planning and constructing four core sections:
① FPL flexible production and assembly base (equipped with multiple production lines);
② Cloud control system platform and test training center;
③ Cloud computing center and module leasing operation center;
④ Panoramic digital simulation and scene demonstration center.
Most notable is its large-scale production capacity—the project plans to produce 30,000 to 50,000 drones for rental, establishing a comprehensive industry chain encompassing R&D, manufacturing, testing, and operations. The base focuses on the development and manufacturing of logistics drones, emergency search and rescue drones, police drones, and supporting drone nests, aiming to lead the development of an integrated application and operation system for urban, rural, and rural areas.
Carrier platform: Harbor No. 5 builds a nest to attract phoenixes
The Aerial Robotics Intelligent Manufacturing Base is located at the Harbor No. 5 Artificial Intelligence and Robotics Industrial Park, a meticulously crafted 5.0 industrial space within the Zhuhai High-tech Zone. With a total construction area of 96,000 square meters, the project comprises two nine-story factory buildings, a two-story cafeteria, and supporting facilities, integrating four key functions: efficiency, intelligence, integration, and acceleration. As a core component of the 214,000-square-meter Harbor No. 5 Science and Technology Innovation Industrial Park, the park is built on the principles of "low cost, high standards, scale, comprehensive supporting facilities, and excellent operations." The park has already attracted leading companies such as Zhisheng Group, Shixi Technology, and Jintie Spacetime, providing a mature industrial ecosystem for the aerial robotics project.
Policy empowerment: Zhuhai becomes a model for low-altitude economy
The Zhuhai Municipal Government issued "Several Measures to Support the High-Quality Development of the Low-Altitude Economy," establishing a systematic policy support system. These policies cover the entire industry chain: local companies conducting test flights will be subsidized by 30% of the test flight costs; companies building infrastructure such as drone take-off and landing sites will receive subsidies of up to 5 million yuan; and innovative financial services will be developed to develop specialized credit products. Zhuhai is placing particular emphasis on developing application scenarios: supporting the establishment of low-altitude cargo routes, large drones flying over 300 kilometers each will receive a subsidy of 300 yuan per flight; and intercity eVTOL passenger routes will receive subsidies of up to 300 yuan per flight. Even more groundbreaking is support for cross-border routes: companies launching cross-border drone passenger routes will receive a generous subsidy of 400 yuan per flight.
Industrial Ecology: The Greater Bay Area’s “Sky City” Dream
The establishment of the Aerial Robotics Intelligent Manufacturing Base is a key step in Zhuhai's efforts to build a low-altitude economic industrial cluster. The base will complement the Jishizhixing low-altitude aviation project, which launched in Hezhou New District in March of this year. The latter invested 470 million yuan in a helicopter R&D and assembly base, further strengthening the industrial chain. Jinwan District in western Zhuhai has established the "Guangdong Province Robotics Application Promotion Demonstration Base," creating a demonstration factory for flexible production and scenario-based applications. Industrial policies and spatial platforms are resonating effectively.
According to Zhuhai's "Several Measures to Promote the High-Quality Development of the Artificial Intelligence and Robotics Industries," the local government has established "computing power vouchers" worth up to 500 million yuan and "model vouchers" worth 100 million yuan to strengthen technical support. With the start of construction on the first phase of a 20,000-square-meter factory in the Hezhou New District, the Jishixing low-altitude aviation project has become the latest piece of the puzzle in Zhuhai's low-altitude economy. Drone companies on Jinwan Intelligent Manufacturing Street are already testing cutting-edge technology with a 200-kilometer flight radius and altitudes exceeding 7,000 meters.
The layout of Zhuhai's "Sky City" is becoming clearer: in the east, there is a billion-level aerial robot intelligent manufacturing base in the High-tech Zone, in the west, there is the Jinwan drone verification flight airspace, and in the middle, there is the Hezhou low-altitude aviation flight project. A low-altitude economic ecosystem integrating R&D, manufacturing, testing and application is taking shape on the west bank of the Pearl River Estuary.
